The Consolidated Plan, or Con Plan, is a five year strategic plan to address the community development, affordable housing, and homeless needs within Will County. The overall goal of the plan and its associated programs is to meet the needs of low- and moderate-income residents in the community.
- Provide decent, affordable housing
- Create suitable living environments, and
- Expand economic opportunities.
The County is required by the U.S. Department of Housing and Urban Development (HUD) to receive its annual allocations of Community Development Block Grant (CDBG), HOME Investment Partnership Grant (HOME), and Emergency Solutions Grant (ESG). Both the process and the contents of the plan are based on HUD regulations.
The period for this plan will begin on October 1st , 2025 and end on September 30th , 2030 and covers Program
Years 2025 through 2029. The contents of the plan are guided by the federal regulations set forth by
HUD in 24 CFR Part 91.
There are a number of ways to contribute to the planning process.
- Provide input on the needs of your community or ideas on how the funds should be used. You can complete a survey or email us directly at lugrants@willcountylanduse.com.
- Attend a public meeting or a public hearing. Review the schedule to see a list of events.
- Review the Community Data section of this site and leave comments and feedback under the different summaries.
- Once the draft plan is published (the proposed plan is expected to be available in June 2025), you can provide input and feedback to be considered by the County.
The Consolidated Plan contains a summary of the planning process, an assessment of community needs, and a set of strategies that describe how available funds will be used to address the County's highest priority needs in the areas of community development, affordable housing, and homelessness. The County publishes an Annual Action Plan that details the projects it funds each year. The County also publishes an annual report called the CAPER that highlights the accomplishments of each project. Please visit the Community Development's Planning and Reporting page for more information.
